Republican Representative Jim Kerr  snaps at a witness during the personnel reform hearing. Kimberly Bodin is a nurse in the Department of Corrections and testified that Kerr, who chairs the State Veterans and Military Affairs Committee, wanted to take away her public employee benefits.
