A bipartisan bill that would recommend third graders repeat the grade if they can’t read initially cleared the State House of Representatives on Tuesday. The measure was divisive for Democratic lawmakers, with some arguing it won’t help children succeed academically. Bente Birkeland has more from the state capitol.
